Job Description

The Iowa Utilities Board (IUB) is seeking a Utilities Regulation Engineer 1 to assist with its electric franchises and electrical safety inspection programs. This is a permanent, full-time, non-contract, and merit-covered position that reports to the Manager of the Safety and Engineering section.

The successful candidate will assist in review and processing of petitions for electrical franchises according to Iowa Code and Board Rules. Work includes review of the petition and exhibits for completeness and accuracy, evaluation of route legal descriptions and maps, route inspection, design specifications, preparation of associated correspondence and records, and acting as a witness in contested cases. This position will also assist with the electrical safety inspection program including inspection of electric facilities, review of electric utilities’ plans and procedures, investigation of incidents or outages, and assisting inspectors with technical or code questions and report preparation as needed.

The successful candidate must have the ability to independently perform research and analyze filings, testimony, data, and exhibits submitted by utility companies and interveners in contested cases; the ability to make objective recommendations/decisions based on analysis, applicable laws, policies, and precedents; the ability to perform quantitative analysis including statistical and basic financial analysis. Experience with and knowledge of the electric utility industry, electric transmission and distribution operations, and renewable energy industry is desirable. Familiarity with FERC, MISO/SPP and NERC operations and processes are a plus. Knowledge of energy efficiency, distributed generation, stray voltage, system reliability, and emergency planning and response are desired.

A professional and courteous level of conduct is expected when dealing with the staffs from the regulated industries, stakeholders, the general public, inter-agency colleagues, and internal staff to maintain a positive image of the agency. Occasional travel, often including overnight stays, may be required and a valid driver license is required.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in civil engineering, petroleum engineering, electrical engineering, mechanical engineering, nuclear engineering, valuation engineering, engineering economics, depreciation engineering, or industrial (i.e., engineering management, operations research, or engineering operations) engineering.

  • Certified as an engineer intern by the Iowa Engineering and Land Surveying Examination Board.

  • Licensed as a professional engineer by the Iowa Engineering and Land Surveying Examination Board.
