Job Description

Join the Iowa Workforce Development team as aTax Performance System (TPS) Coordinatorin our Unemployment Insurance (UI) Integrity bureau, located at 1000 E Grand Ave., Des Moines, IA. This is an exciting opportunity to make a significant impact by serving as a program manager for the UI TPS unit ensuring guidance on policy and procedures are met using TPS policy as required by the US Department of Labor.

Your Role as a Tax Performance System (TPS) Coordinator

As a, TPS Coordinator you'll play a crucial role in maintaining and enforcing Iowa Unemployment Insurance tax accounts according to state laws and regulations.

Your key responsibilities will include:

  • Serve as a program manager for UI Tax Performance System and conduct examinations of the UI tax operations using TPS methodology required by the US Department of Labor (US DOL).

  • Prepare annual review of benefit charging, bank statement, report processing, reimbursable billings, contributory billings, collections, cash receipts, field audit, tax rates, and status to include inactive, new and successor accounts.

  • Review policy and written instructions and analysis of workflow and procedures.

  • Identify trends in the timelines and completeness of Iowa’s UI tax operation.

  • Examine transactions to verify the effectiveness of internal controls to produce accurate outputs.

  • Send sample findings to USDOL using a predetermined coding system related to the TPS program.

  • Meet all USDOL criteria’s and ensure all required standards are met.

  • Recommend and initiate new project for correcting or improving tax program operations based on TPS reviews.

  • Prepare annual reports of the UI tax operation’s performance to agency stakeholders and USDOL.

  • Compile, analyze and document finding of the tax program.

  • Be able to travel out of state, if needed, as part of a TPS review team to assist in tax operation reviews.

  • Monitor and research Federal and other state tax program initiatives and procedures.

  • Submit required Data Validation (DV) after completed testing for UI Tax to USDOL so that state of Iowa’s compliance stays intact which is required for federal funding.

  • Assist with DV as required by the USDOL along with assistance to IT with data entry into the USDOL SUN system.

  • Assist with reviewing and scoring USDOL Benefits Accuracy Measurement (BAM) case audits and review auditor’s overpayments and wage adjustments.

  • Complete or assist in other special projects as assigned.

Preferred Skills and Qualifications:

  • Proficiency in unemployment insurance tax and benefits programs, including policy.

  • Strong understanding of UI Tax and Benefits to communicate to stakeholders.

  • Ability to prioritize work, meet deadlines, and maintain confidentiality.

  • Familiarity with standard office software (MS Office Suite, Adobe PDF) and agency-specific applications.

Hours of Work: Monday – Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities for eligible classifications after 6-months of employment has been completed.

Minimum Qualification Requirements

Graduation from an accredited four year college or university and experience equaling three years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis;

OR

an equivalent combination of education and experience substituting one year of qualifying experience for each year of the required education to a maximum of four years;

OR

an equivalent combination of education and experience substituting graduate level course work in business or public administration, economics, planning or closely related areas for experience on the basis of 30 semester hours for each year of required experience to a maximum of two years;

OR

current employees of the Iowa Workforce Development Department can qualify with two years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis.
