Job Description

The Iowa Department of Inspections and Appeals (DIA) is seeking an energetic and forward-thinking individual to fill the position of Long Term Care Bureau Chief within its Health Facilities Division. This position will lead and supervise a team of clinical and administrative professionals, and will provide direction and oversight to the bureau.

Duties include, but are not limited to:

  • Manages, cooperatively and collaboratively, state survey agency regulatory activities relating to state licensure and/or federal certification for long term care (LTC) facilities.

  • Oversees the development of the LTC survey schedule and assignments on a regular basis and coordinates the schedule with the LTC complaint survey schedule. Monitors progress of the federal and state workload adjustments as needed.

  • Ensures state and federal procedures involving complaint, incident, and recertification activities are followed, including intake, triage, investigation, processing, and referral.

  • Mentors and supervises and assures competent work performance for all assigned personnel. Assures assigned personnel adherence to state and department work rules, and addresses performance issues as necessary.

  • Works cooperatively-with and consults-with Federal partners at the Centers for Medicare and Medicaid Services (CMS) regarding certification, complaints, and other survey activities.

  • Responsible for data collection, analysis, and reporting on a recurring and ad hoc basis.

  • Prepares the state agency response for the LTC Mission and Priority Document, the State Performance Standards System, and rebuttals or plans of correction.

  • Participates in relevant work groups and recurring meetings with CMS and the Association of Health Facilities Survey Agencies.

  • Develops and presents educational training sessions for stakeholders and internal staff.

This critical leadership position is based out of the Lucas state office building in Des Moines. During the CV19 pandemic, limited telework options are available to allow the successful applicant to balance on-site training and leadership duties. Preference will be given to Registered Nurses. Additionally, a criminal history and abuse background check will be conducted prior to employment.

Minimum Qualification Requirements

Graduation from an accredited four year college or university, licensure as a registered pharmacist, registered dietitian, or registered nurse, and experience equal to four years of full time work in administrative, consultative, or technical areas which involved the investigation or evaluation of situations, conditions, or operating policies or procedures of hospitals or other health care facilities;

OR

a combination of education and experience substituting thirty semester hours of graduate coursework in the fields of health; engineering; nursing; social work; psychology; counseling; rehabilitation; nutrition; public health; or business, public or health administration for one year of full-time qualifying experience, to a maximum substitution of two years;

OR

a combination of education and experience, substituting one year of qualifying experience for each thirty semester hours of qualifying education, to a maximum substitution of four years;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Health Facilities Officer 1.
