This position performs the full range of business and personnel functions for the 15 counties of the Des Moines Service Area for the Department of Human Services. This position, as required by the Department of Human Services and the Department of Administrative Services, is under the direct supervision of the Service Area Manager. The Executive Officer 2 is part of the service area leadership team.
The range of responsibilities for this positon include the following:
Business and Office Management – including preparing the service area support, child welfare and operational budgets. Maintain financial oversight and budgetary accountability. Determine operational, property and inventory needs. Prepare, implement, and maintain Emergency/Disaster plans for each office in the service area.
Human Resource Management- direct the personnel operations for the service area to assure effective staffing levels, annual evaluation compliance and adherence to state and federal personnel policies. Assist in developing and assuring affirmative action principles are met. Direct and implement disciplinary actions. Coordinate human resource decision making process with the Iowa Department of Administrative Services and the Attorney General’s Office.
Strategic Planning – provide the service area manager (SAM) information regarding the deployment and management of human, financial and material resources of the service area. Annually assist the SAM in the development of a Strategic Plan and goals for the next year. Act as a resource to the SAM for DHS Policy, Procedures, Employee Manual, Employee Handbook, and Iowa Administrative Code.
Additional duties and responsibilities are listed below.
The person selected for this position must operate with high integrity, maintain confidentiality of personnel matters and act as a representative of the service area manager in their stead. Excellent written and oral communication as well as attention to detail are required.

Detail of Duties: Business and Office Management:
Prepare the Area's overtime, support and child welfare budgets.
Maintain financial oversight and assure budgetary accountability by monitoring, assessing and evaluating expenditures to ensure budget compliance.
Develop and assign budget allocations and maintain budgeting records to facilitate optimal use of funding appropriations that meet employee performance needs.
Determine operational, property and inventory needs; authorizing purchases to assure adequacy of supplies and equipment to meet employee work requirements.
Manage the area's car fleet.
Address employees' problems with travel and meal reimbursement.
Prepare, implement and maintain Emergency/Disaster plans for each fulltime office in the Service Area.
Collaboration and Communication:
Facilitation, guidance and coordination with other governmental entities and vendors on a variety of issues affecting those entities and DHS, including but not limited to property management, leasing, and contracting.
Liaison with other governmental entities and vendors on various matters in dealing with office space for DHS staff and equipment needs.
Facilitation, guidance and coordination with other governmental entities and vendors for contract management.
Audit contract files, ensuring appropriate contract language is in use, assuring appropriate contract monitoring structures/systems are in place.
Develop and implement contracts with Volunteer Coordinators, interpreters, and other contracted positions to meet the needs of the Service Area.
Monitor, coordinate, and assure the payment for the service provision of contracted services.
Human Resource Management:
Direct the personnel operations of the service area to assure effective staffing deployment, effective supervision, annual evaluations and compliance with service area, state wide and federal personnel policies.
As the Service Area Manager's designee, authorize the selection and retention of all employees. Oversee staffing and classification reviews to maintain appropriate workforce levels at budgeted totals. Arrange the delivery of new employee and supervisor orientation.
Assist in developing and assuring that affirmative action principles are met.
Provide direction to managers regarding employee performance issues and their resolution.
Oversee the interpretation and application of labor contracts and DAS rules and regulations.
Direct and implement disciplinary actions.
Serve as the 2nd step hearing officer for processing grievances, as management's representative at 3rd step and arbitration meetings.
Represent management at unemployment hearings.
Investigate, research and respond to civil rights complaints and litigation actions, working with the Attorney Generals' office to process or resolve legal matters.
Coordinate human resource decision making process with the Iowa Department of Administrative Services as the Area's Management Liaison.
As the Area's training liaison:
Provide guidance and feedback in the development and implementation of training plans and goals. Conduct presentations.
Authorize training requests.
Provide Central Office with required personnel documentation for storage in employee medical and personnel files.
Strategic Planning: As a member of the team this position is responsible for providing the Service Area Manager information regarding the deployment and management of human, financial, and material resources of the Service Area. This position will:
Annually assist the Service Area manager in the development of a Strategic Plan and goals for the Service Area.
Act as a resource for the Service Area Manager in regards to OHS Policy and Procedure, Employees Manual, Employee Handbook, and Iowa Administrative Code.
Provide updates to the Service Area Manager and the service area operations team regarding the utilization and deployment of resources.
Coordinate any changes in service area operations.
Other duties as assigned:
Develop, communicate and oversee policies/procedures in all areas to assure consistency of actions and availability of data to support decisions.
Serve in a leadership capacity on various human resource focused committees and activities as required by SAM.
Perform other duties as assigned by the SAM.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program research/evaluation, or management.
2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Two years of full-time professional-level work experience in program administration, program development, program research/evaluation, or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
