Job Description

Audit Unemployment Insurance tax reports to insure compliance with the Iowa Employment Security Law, rules and policies. Review and process wage adjustments submitted by employer or staff and initiate assessments of additional tax, interest and/or penalty due or issue credit statement as appropriate to the corrections made. Communication with other departmental personnel may be needed to correct their portion of claims information. Employer accounts must be correctly adjusted to insure proper computation of future UI tax rates. Proper wage information must be secured so claimants will have correct credit available for benefit payments. Certify employer Iowa tax reporting to the Internal Revenue Service when requested by employer or the IRS to verify employer’s federal 940 reportings.

Confer with employers, accountants, attorneys, legislators and agency personnel regarding the Iowa Employment Security Law. Answer question on what wages are taxable, tax rates, benefit payments, charges resulting from benefit payments, the Federal Unemployment Tax Act, the proper way to complete quarterly UI tax forms, how to submit adjustments to these forms and etc. Participate on committees and assist other departmental personnel in the completion of other Tax related projects as assigned by Tax Supervisor.

Review changes of ownership submitted by Field Audit to verify the accuracy and compliance with the Iowa code. Complete transfers by adjust wages and re-compute tax rates. Issue decisions allowing or denying partial transfer of experience (notification to both successor and predecessor employers involved). If partial transfer is mandatory, must determine transfer percentage as required by Iowa Code and administrative rules before computer records can be adjusted. If a decision is appealed, prepare a brief for Inspections and Appeals and participate in an administrative hearing as a department representative.

Minimum Qualification Requirements

Graduation from a four year accredited college or university supplemented by four semester hours of accounting course work, and one year of financial auditing, tax collection, or related experience;

OR

an equivalent combination of education and experience substituting one year of financial auditing, tax collection, or related experience for one year of required minimum education with a maximum substitution of four years;

OR

an equivalent combination of education and experience substituting one year of financial auditing, tax collection or related experience for four semester hours of the required course work;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to nine months full-time work as an Accountant/Auditor 1.
