Job Description

Iowa Workforce Development (IWD) is recruiting to fill a position in the Operations Division out of the Des Moines office. Under the direction of leadership, staff will perform the following functions as assigned.

The employee in this role will be responsible to perform complex and difficult clerical duties of a quasi-administrative nature and conduct specialized technical and clerical processes and record management functions.

This staff member will provide TAA (Trade Adjustment Assistance Act) support by processing requests for payment from participants and training sites, working closely with Financial Management to ensure prompt and accurate payments are being made.

This role will also be responsible for using word processing software to develop contracts for training, submission for review and signature and then distribution of signed copies. They also will maintain all program files, petition information, contracts and participant files. Investigation of operational problems, recommended corrective action, proposals of procedural changes and form revision will be addressed by the staff member in this position. Use of management information system data and spreadsheets will be required to prepare required program reports for both federal and state officials and development of special reports may also be requested.

This staff member will provide technical assistance and policy clarification to TAA customers on a day to day basis and may also provide other service functions and support within the division, as requested.

Minimum Qualification Requirements

Experience equal to three years of full-time clerical or closely related work;

OR

an equivalent combination of education and experience, substituting graduation from high school, G.E.D. equivalency or satisfactory completion of a recognized correspondence or formal job-related training course at the high school or equivalent level such as that offered by WIN, OEO, CEP, CIVEC or similar programs, for one year only of the required experience;

OR

an equivalent combination of education and experience, substituting nine months or thirty semester hours coursework in an accredited business school, college or university for each year of the required experience;

OR

certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of eighteen months of full time experience as a resident treatment worker or Clerk–Advanced.
