MSA Professional Services, Inc Planner in Cedar Rapids, Iowa

MSA has an opportunity for a Planner at our Quad Cities, Cedar Rapids or Dubuque office. This person will collaborate with our internal staff of planners, engineers, and architects to assist with and manage a wide variety of planning, funding, GIS and community improvement projects. MSA provides planning and design services to public and private clients in a variety of settings and address issues including comprehensive planning, funding administration, grant writing, GIS mapping, strategic planning, downtown revitalization, economic development, park & rec planning, transportation planning, and neighborhood & corridor planning.

The work you will do

  • Collect, analyze and summarize data from various sources

  • Write and produce plan documents

  • Facilitate public engagement activities for planning and engineering projects

  • Lead as a planner, funding administrator, grant writer and project manager

  • Identify and evaluate potential clients, funding opportunities and projects

  • Develop and maintain relationships with staff, owners and elected officials of target clients

  • Assist with FP/RFQ review and the preparation of project scope, proposals and fees

  • Participate in MSA’s Planning and Funding “Communities of Practice”

  • Travel within the Midwest, sometimes requiring overnight stays

What you bring

Skills & Knowledge / Education & Experience:

  • Bachelor of Science degree in Community and Regional Planning or related degree required

  • At least 2 years of experience securing and administering infrastructure funding is required

  • The ideal candidate will have at least 5 years of experience administering funds for infrastructure projects in Illinois and Iowa

  • Expertise in one or more of the following areas required: project management, client management, high quality plan document design, public engagement, strategic planning, comprehensive planning, development review, and funding administration, economic development, bike/pedestrian planning.

  • Strong writing and public speaking skills required

  • Experience in project management required

  • Experience in proposal writing and project/client development required

  • AICP certification preferred

  • Familiarity with Adobe Creative Suite preferred

  • Experience with ArcGIS and 3D graphics tools preferred
