Health Services Facilitator

BASIC FUNCTION: The Health Services Facilitator is responsible for planning and directing the overall design, implementation, communication and administration of the District’s school health services program. The Facilitator maintains collaborative relationships with District administrators, District departments, local health care professionals, a variety of community agencies, the Iowa Board of Nursing, the Iowa Department of Education and State and County Public Health Departments. The Facilitator supports the work of the District nurses and health secretaries by providing leadership and guidance on best practices in the areas of Health Services and program development/maintenance. ENDORSEMENTS:Minimum: Bachelor’s of Science in Nursing, licensed as a Registered Nurse by the Iowa Board of Nursing

TEACHER LEADERSHIP EXTRA DAYS: 10 days at $340/dayESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinate and manage health services program implementation and delivery across the district.

  • Coordinate and manage Metro Care Connection, District School Based Health Centers.

  • Adhere to and implement the Nursing Administration Scope and Standards of Practice.

  • Collaborate with other District departments to ensure exemplary, safe and cost effective health services delivery across the district.

  • Develop health services specific goals, objectives, and operational procedures to achieve quality outcomes for students.

  • Ensure compliance with, and educate staff about, all applicable Iowa laws related to health services in schools and Iowa Board of Nursing regulations to provide equitable, quality services to students across the District.

  • Ensure adequate school health services staffing, responsible for the school nurse hiring process.

  • Provide health services orientation to all new health services staff, mentoring and ongoing support.

  • In collaboration with the District data analysts, collect and analyze health services data to ensure continuous quality improvement and equity in health services delivery to students.

  • Optimize health services related special education Medicaid billing in collaboration with district Medicaid billing staff. Provide IEP and Medicaid billing education to school nurses.

  • Organize and participate in school nurse PLC’s.

  • Organize and provide ongoing PL to school nurses and health secretaries.

  • Coordinate district medical emergency response plans, AED program and equipment.

  • Coordinate and review student and visitor incidents/injury reports and calls to 911 for process compliance and improvement.

  • Develop guidelines, policies and procedures for communicable illness outbreaks and pandemics in collaboration with other District departments and Linn County Public Health.

  • Coordinate the District’s District Blood Borne Pathogen exposure program.

  • Assist principals in school nurse summative evaluations to provide assessment of the School Nurse Standards of Practice.

  • Assist school nurses and health secretaries in problem solving complex health related issues. Attend IEP and other parent meetings as needed.

  • Facilitate communication and assist with resolving health services related concerns of parents and families when unable to be resolved at the building level.

  • Maintain positive and collaborative relationships with district administration, building administration and staff, students, families, community health care providers and partners, community organizations and other stakeholders.

  • Participate in UEN Health Services Manager meetings and communications. Serve as a committee member on health related city and community initiatives as needed.

  • Assist with District investigations as needed

  • Other duties as assigned.

Ability to effectively present information orally and respond to questions from administrators, teachers, staff and students. Ability to assist students in the areas of language and literacy. MATHEMATICAL SKILLS:Ability to perform basic mathematical functions such as addition, subtraction, multiplication, division, percentages, decimals and fractions. Ability to assist students in implementing these mathematical concepts. REASONING ABILITY:Ability to solve problems effectively. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. CERTIFICATES, LICENSES, REGISTRATIONS:Registered Nurse or Advanced Registered Nurse Practitioner licensed to practice in Iowa. Ability to establish and maintain effective working relationships with students, staff and the school community. Ability to speak clearly and concisely both in oral and written communication.
