Job Description

As a Facilities Design Engineer / Construction Project Manager/ Intern Architect (Facilities Engineer 1) you will be a member of the Iowa Department of Transportation's (DOT) Office of Support Services Design team. This position will provide leadership, architectural design, manage/oversee facilities as well grounds construction, maintenance, repair, renovation, and improvement projects for the Ames and Ankeny complexes, Highway Division District Offices, Maintenance Facilities, Law Enforcement Scales, and other buildings as assigned for facilities use by the DOT.

This position performs journey level technical engineering, master planning or architectural work; creates and reviews architectural and engineering drawings for building construction projects and oversees the design, construction, maintenance, and operation of buildings, utilities, earthwork and related facilities; performs related work as required. The Design Team projects vary in number and cost and typically number in the hundreds per year with total expenditures of $7 to $15 million or more annually.

Additionally, the position assesses the deferred maintenance and new construction needs and scope and prioritizes the future projects within the fiscal constraints and overall statewide needs. They maintain all documentation and are responsible for communications with all customers, contractors, purchasing staff, consultants and inspectors.

Key Responsibilities

  • Oversees all aspects of the facility design projects for the Ames and Ankeny Complexes, Highway Division District Offices and Maintenance Facilities, Law Enforcement Scales and others as assigned.

  • Responds daily to all facility project requests related to life safety, code issues, facility integrity and other building conditions including providing design specifications and recommended materials.

  • Makes regular field visits to observe facility projects; ensure the projects are progressing as specified.

  • Ensures all required records are maintained per design office standards for all projects. This includes purchasing materials, original design and specification materials, as-built records, financial records, warranties, etc.

  • Conducts regular planning meetings with the Design Team staff and Highway Division staff to maintain communications related to ongoing projects, policies, procedures and facility related initiatives and master planning.

  • Makes regular observations of the field facilities to identify needed deferred maintenance and improvement projects as well as garage replacement plans. Develops and maintains annual, 3-year and 5-year facility project plans.

  • Maintains regular communications with the Purchasing department to ensure all projects are bid and awarded according to specifications and schedules and address all problems as needed.

  • In accordance to the Iowa DOT Enterprise Project Management Initiative, oversee, manage and provide leadership to all projects with the established Design Team Project Management processes and procedures

Minimum Qualification Requirements

Graduation from an accredited college or university with a Bachelor's Degree in Architecture, or Civil, Mechanical, Architectural, Construction, Fire Protection or a related engineering field and four years of full-time professional experience in the design and construction of buildings, utilities, earthwork, or related facilities and structures; and/or work with building codes, fire codes and handicapped accessibility regulations, direct involvement in the preparation of architectural or building engineering construction documents or in the review of such documents for conformance with applicable portions of these codes and regulations;

OR

an equivalent combination of experience and education substituting one year of the required full time professional experience for each year (30 semester hours) of the required education to a maximum of four years;

OR

possession of a valid Professional Engineer license recognized by the Iowa Board of Engineering Examiners and two years of the above described professional experience;

OR

possession of a certificate of registration as a Professional Architect recognized by the Iowa Board of Architectural Examiners and two years of the above described professional experience.

Additional Qualification Requirements

Within a period of time as determined by the appointing authority, certain employees in this class may be required to obtain a Fire Sprinkler Installer and Maintenance License in accordance with Chapter 100D, Iowa Code.
