Job Description

The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022 to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking two Workforce Development Consultants (Community Health Consultant).

The Bureau of Environmental and Local Public Health seeks to hire aWorkforce Development Consultantto plan and implement workforce development initiatives in partnership with local public health agencies.

This individual will be responsible for developing an environmental scan of local workforce development needs through relationship building and information gathering. This position will utilize best-practice assessment tools to identify workforce development gaps and learning opportunities. The ideal candidate will identify, develop, and share workforce development resources and tools with local public health (including assessment, plan development, plan implementation, and evaluation).

This individual will provide technical assistance to local public health staff including, but not limited to, the following workforce development activities:

1) Identifying general and role specific competencies needed to provide public health activities and implement population health efforts,

2) Assessing staff members’ ability to meet competencies,

3) Determining the local agency’s workforce development needs,

4) Creating workforce development plans,

5) Addressing challenges in implementing workforce development plans,

6) Evaluating workforce development plans, and

7) Reporting progress, successes, and opportunities for improvement to key stakeholders.

In addition to the consultation provided to local public health agencies, this position will collaborate with other HHS local public health support staff to include Population Health Advisors, Organizational Planning and Performance Consultants, Regional Community Health Consultants, data Epidemiologists, and others to link local public health agencies to needed resources. The ideal candidate will be able to identify methods to highlight and cross-share innovative workforce development efforts across the state.

Within Iowa HHS, between other state departments, and among professional/trade organizations, the ideal candidate will collaborate with partners in planning efforts aimed at providing educational growth and informational opportunities resulting in a competent public health workforce. This individual will be expected to represent the Environmental and Local Public Health Bureau, and as applicable Iowa HHS, in the management of and/or participation in internal and external projects assigned by leadership.

The successful candidate must have a systems thinking approach. They must have knowledge of how to implement process improvement. In addition, the candidate must have have experience in workforce development; training and development, and/or community engagement; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

535 Public Health:

6 months experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.

Minimum Qualification Requirements

Graduation from an accredited college or university with major coursework in nursing, a human services or health-oriented field, or education, or nutrition and three years of professional experience in these areas;

OR

Masters degree in nursing, public health or science, a human services or health-oriented field, or education, may be substituted for one year of the required experience;

OR

certification as a paramedic and the equivalent of three years of full-time experience as a paramedic;

OR

an equivalent or combination of the required education and experience, totaling seven years, will be qualifying.
