Job Description

This is a non-merit position with the Iowa Auditor of State. Candidates must follow the instructions in the "To Apply" section.

Office Accounting: Assists with preparing the AOS General Ledger, the annual GAAP package, annual Statewide Cost Allocation Plan for Revenue and Finance and accounting reports for management review. Maintains accurate and complete historical cost data for budget administration and fiscal analysis. Monitors revenues and expenditures against current budget. Forecasts revenue and expenditures throughout the fiscal year based on actual transactions and expected occurrences and formulates revenue and expenditure projections for subsequent fiscal year budgets.

Enters annual budget and budget revisions into the I/3 Budget System. Assists in the calculation of annual billing rates. Prepares workpapers and supporting documents requested by external auditors during the office's annual audit. Resolves technical accounting questions. Comprehensive Report Information System: Reviews and analyzes information from externally issued audit reports submitted to AOS to determine if all filing requirements have been met and the reports are technically complete and in accordance with applicable standards.

Recommends reports containing significant deficiencies for the CPA review program. Reviews and analyzes periodic exam reports and enters findings into Comprehensive Report Information System (CRIS). Answers questions on report filing requirements. Verifies 28E agreements listed in submitted audit reports. Posts receipts into the Office's filing fee system database and reconciles receipts posted to revenue reported in the I/3 Financial System. Reconciles the filing fees paid by governmental subdivisions and verifies the outstanding filing fee receivables.

Answers questions from CPA firms and governmental subdivisions on filing fee requirements. Prepares and sends letters to CPA firms and governmental subdivisions for unpaid or incomplete filing fees. Annual Financial Reports: Reviews and analyzes each Annual Financial Report (AFR) submitted to AOS to determine if the report is complete and contains the correct information.

Answers questions from City Clerks and others on AFR requirements and advises City staff to make necessary corrections to the AFR. Obtains necessary information that is missing. Enters information into CRIS. Performs other duties as assigned.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with a minimum of twelve semester hours (or its equivalent) in accounting, business administration or finance;

OR

substitution of work experience in the public or private sector which entailed accounting, auditing, budgeting, assessment or computation of taxes, or closely related financial functions (e.g., treasurer, comptroller, accountant, auditor, budget analyst, etc.) on a year-for-year basis for the required education (thirty semester or equivalent hours equal one year);

OR

substitution of successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting for the required education;

OR

employees withcurrentcontinuous experience in the state service that includes the equivalent of six months of full-time experience as an Accounting Technician 2 shall be considered as qualifying;

OR

employees withcurrentcontinuous experience in the state service that includes the equivalent of eighteen months of full-time experience as an Accounting Technician 1 shall be considered as qualifying.

OR

employees withcurrentcontinuous experience in the state classified service that includes the equivalent of twelve months as a Revenue Examiner 1 shall be considered as qualifying;

OR

employees withcurrentcontinuous experience in the state service that includes the equivalent of twelve months as a Revenue Agent (must also have twelve semester or equivalent hours of post high school accounting course work) shall be considered as qualifying.
